TITLE: SCHOOL RESOURCE OFFICER UNIT
PURPOSE: The purpose of this directive is to establish guidelines, procedures, and
responsibilities for the School Resource Officer Unit.
SCOPE: This directive is applicable to all sworn employees assigned to the School Resource
Officer Unit.
POLICY: The City of Doral Police Department is committed to ensuring the safety of school
campuses throughout the City. The primary mission of the School Resource Officer Unit is to
safeguard the lives of all students and staff. Sworn employees assigned to the School Resource
Officer Unit provide safety and education to the teachers, parents, and students.
DEFINITIONS:
FortifyFL: A mobile application designed for smart devices that enables individuals to
anonymously report suspicious activity to law enforcement and school officials in real time.
Developed under the Florida Legislature’s Marjory Stoneman Douglas High School Public Safety
Act (MSDHS), the app enhances school safety by providing a confidential platform for reporting
potential threats directly from a smart device.
Marjory Stoneman Douglas High School Public Safety Act (MSDHS): The Marjory
Stoneman Douglas High School Public Safety Act is a bill that aims to improve school safety and
security. The bill was passed by the Florida Legislature on February 14, 2018, after the shooting
at Marjory Stoneman Douglas High School in Parkland, Florida.

School Discipline: The process used by schools to address student behavior and/or minor
incidents. SROs are not part of the disciplinary process.
School Resource Officers (SROs): Sworn employees assigned to an elementary, middle, or
high school. SROs must adhere to the MSDHS and abide by FSS §1006.12.
Threat Management Team (TMT): A multi-disciplinary team composed of school
administration, mental health professionals, and law enforcement personnel who assess the
totality of circumstances and available resources to determine whether a student can return to
school after being disciplined for a threat of violence or after an involuntary commitment under
the Baker Act criteria. Sworn employees serving on the team must be certified by the Florida
Department of Education after successfully completing the Florida Harm Prevention and Threat
Management Model Training (Florida Model).
PROCEDURES:
