SCOPE:
This directive is applicable to all Department employees.
POLICY: It is the policy of the City of Doral Police Department that the collection of
criminal intelligence shall comply with existing laws and consistently respect the privacy
and constitutional rights of individuals, groups, and organizations. The objective is to
gather and analyze criminal activity information to support management and operational
decisions.
DEFINITION:
Crime Analysis: A system to collect information on crimes and offenders from a
variety of sources to identify crime patterns, methods of operation, and events
associated with criminal activity; and disseminate that information to assist in crime
control and prevention activities, and long-range planning.
Intelligence Information: Information concerning “an identifiable person or group of
persons collected by a criminal justice agency in an effort to anticipate, prevent, or
monitor possible criminal activity.” Such information is considered “active” as long “as it
is related to intelligence gathering conducted with a reasonable, good faith belief that it
will lead to the detection of ongoing or reasonably anticipated criminal activities.”
Intelligence Files: Stored information on the activities and associations of individuals,
organizations, businesses, and groups who are suspected of being or having been involved
in the actual or attempted planning, organizing, financing, or commission of criminal acts;
or are suspected of being or having been involved in criminal activities with known or
suspected crime figures.
