CHAPTER EFFECTIVE DATE REVISED PAGE NUMBER and approaching motorists in a manner that promotes the safety of the officer and the motorist. SCOPE: This directive is applicable to all sworn employees of the Department. POLICY: It is the policy of the City of Doral Police Department to enforce all traffic laws in a uniform manner without regard to race, religion, sex, age, or economic status. All enforcement actions shall be conducted in a professional manner. Motor vehicle stops are based on "Reasonable Suspicion”. DEFINITIONS: Felony/High Risk Stops: When an officer has reason to believe an occupant of a vehicle, or the vehicle may have participated in the commission of a felony crime or the occupant(s) may behave in a violent manner. Investigative Stops: Conducted to obtain information, which may or may not involve criminality. Traffic Stops: An officer observes a violation of the laws governing the movement of motor vehicle traffic. Commercial Vehicle Traffic Stops: An officer observes a violation of the laws governing the movement of a commercial vehicle. PROCEDURE:
