Message from the Office of
INTERIM CHIEF JESSE HIGHTOWER
Police Officers are empowered and answerable to the public in which they serve. With the
powers of authority granted by the Great State of California it becomes imperative we exercise
our authority wisely. These rules and regulations are formulated to chart a course within the
scope of that authority and provide measure of counsel in its use. Members of the California
City Police Department must observe and obey these, as well as the accepted rules of conduct
which govern the behavior of all. As trusted public employees, we must be ever-mindful of the
honor and trust bestowed. My goal as your Chief of Police is to provide the highest quality service
to our citizens and community. We will provide this service through community partnerships
and build a safe community environment to enhance the quality of life for all who live, work, or
visit our community. Our police department family is committed to developing crime prevention
and community programs through partnerships, and to find more effective ways to serve our
community with "P.R.I.D.E."

CCPD MISSION STATEMENT
"Protection and Service with Pride."
It is the mission of the California City Police Department to provide a high level of protection and
service by maintaining peace and order for a safe community in which to live or visit by using our
greatest strengths of Professionalism, Reliability, Integrity, Dedication and Expertise (P.R.I.D.E.).
Strategy:
Our strategy for accomplishing this mission, is to preserve the peace, prevent crime, apprehend
offenders, facilitate problem solving community partnerships, enforce laws, and display empathy
and respect for the dignity of all individuals.
Vision Statement:
The California City Police Department provides the best possible service to the community with
innovative and comprehensive programs that include:
(a) A well trained and educated staff with a variety of professional and life experiences;
(b) A staff that respects human dignity and the rights of individuals;
(c) Full access to law enforcement resources; Utilization of the latest law enforcement
technology and equipment;
(d) A Community Oriented Policing philosophy and Community Based Problem-Solving
programs;
(e) Crime Prevention, Education and Awareness programs;
(f) Assist, and support the community in public safety and disaster preparedness;
(g) Access to the Emergency Operations Center and network for continuous operational
readiness;
(h) Participation in all aspects of community safety;
(i) Commitment to hiring personnel who are efficient and effective in providing quality law
enforcement to the community;
(j) and ensuring our staff receive realistic, ongoing, current and extensive training in the
best practices in law enforcement.

As a law enforcement officer, my fundamental duty is to serve the community; to safeguard
lives and property; to protect the innocent against deception, the weak against oppression or
intimidation and the peaceful against violence or disorder; and to respect the constitutional rights
of all to liberty, equality and justice.
I will keep my private life unsullied as an example to all and will behave in a manner that does
not bring discredit to me or to my agency. I will maintain courageous calm in the face of danger,
scorn or ridicule; develop self-restraint; and be constantly mindful of the welfare of others. Honest
in thought and deed both in my personal and official life, I will be exemplary in obeying the law
and the regulations of my department. Whatever I see or hear of a confidential nature or that is
confided to me in my official capacity will be kept ever secret unless revelation is necessary in
the performance of my duty.
I will never act officiously or permit personal feelings, prejudices, political beliefs, aspirations,
animosities or friendships to influence my decisions. With no compromise for crime and with
relentless prosecution of criminals, I will enforce the law courteously and appropriately without
fear or favor, malice or ill will, never employing unnecessary force or violence and never accepting
gratuities.
I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be
held so long as I am true to the ethics of police service. I will never engage in acts of corruption
or bribery, nor will I condone such acts by other police officers. I will cooperate with all legally
authorized agencies and their representatives in the pursuit of justice.
I know that I alone am responsible for my own standard of professional performance and will take
every reasonable opportunity to enhance and improve my level of knowledge and competence.
I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my
chosen profession . . . law enforcement.
