PS104 - Specialized and Collateral Assignments 1 PS104 SPECIALIZED AND COLLATERAL ASSIGNMENTS
PS104. 1 PURPOSE AND SCOPE
This procedure provide s a justification and statement of purpose for, and description of, the
specialized and collateral assignments within the Buena Park Police Department.
PS104. 1.1 ACCREDITATION STANDARDS
This procedure pertains to the following CALEA Standards: 33.6.1, 40.2.3 , 40.2.1, 40.2.2

PS104. 2 JUSTIFICATION, DESCRIPTION , AND PURPOSE
The specialized and collateral assignments within the Department have been created to address
specific needs of the agency or community . They are evaluated annual ly to determine if the
positi on is still necessary to complet e the Department’s mission and meet the goals set forth by
individual divisions.
PS104. 3 SPECIALIZED ASSIGNMENTS
Specialized assignments are full -time assignments that are an extension of an employee’s regu lar
job classification. Specialized assignments have designated lifespans.
Specialized training for these assignments is addressed in the department’s Training Matrix.
Personnel receive the mandated initial training and retraining, ongoing in -service trai ning, and
supervised on -the-job training as required.
PS104. 3.1 BODY WORN CAMERA DESK – RECORDS BUREAU
The Body Worn Camera (BWC) Desk coordinates requests and releases of information gathered
on digital media devices (BWCs) under the direction of the Custodian of Records. These include
all court (District Attorney and defense) discovery requests , as well a s all public records requests
related to BWCs. The position is also responsible for ensuring the storage and retention of digital
media files complies with all evidentiary laws , including the release of information, confidentiality
of files, and the purgin g of files.
PS104. 3.2 COMMERCIAL ENFORCEMENT – TRAFFIC UNIT
The Commercial Enforcement position address es safety issues dealing with large commercial
vehicles traveling throughout the city. Commercial Enforcement is a component of the Traffic
Bureau’s mission, which is safety through education, visibility, and enforcement. Commercial
vehicles are routinely in spected to make sure all federal - and state -mandated safety procedures
are being adhered to , and that they stay on designated truck routes. This position also investigates

PS104. 3.3 COMMUNIT Y IMPACT TEAM
The Community Impact Team (CIT) addres ses “quality of life” issues and chronic problems in the
community. They bring a high-visibility presence to our community. CIT is a component of Patrol
without the responsibility of handling calls for se rvice. This allows CIT to spend quality time to
focus on community concerns and find long -term solutions to long -term problems. CIT is also
available to supplement the Detective Bureau with the apprehension and surveillance of suspects.
PS104. 3.4 COURT LIAISON
The position of Court Liaison assist s the District Attorney’s Office in coordinating Department
employees ’ appearance in court when needed, and ensures subpoenas a re properly served and
received . This position prepares court time payroll, certificate of release letters, incoming mail,
and aids in all other Records -related work. The Court Liaison fosters effective communication
between the courts, the District Attor ney’s Office, and the Department.
PS104. 3.5 DETECTIVE
Crimes reported to the Police Department at the patrol level often require additional follow -up that
calls for service and patrol demands do not allow patrol officer s to complete. To e nsure the
thorough investigation of criminal acts and identification of suspects, as well as the completion of
documentation for presentation of cases to the District Attorney, the position of Detective was
created. Detectives may be assigned to Crimes Pro perty, Crimes Persons, or regional task force
assignments. A “detective miscellaneous crimes ” position in both Crimes Property and Crimes
Persons allows less-tenured sworn personnel to be exposed to detective work, exp and on their
interviewing and report -writing skills by seeing the product f rom the detective ’s aspect, and take
the skills they learn back to patrol.
PS104. 3.6 DUI ENFORCEMENT
Traffic collisions and deaths caused by subjects driving while under the influence of alcohol and/or
drugs have a devastating effect on victims , as well as their family and friends. The community is
also affected because anyone is prone to becoming a victim. The DUI Enforcement Officer
position help s reduce the number of subjects driving unde r the influence by conducting
enforcement during days and hours that have high occurrences of DUI -related collisions. The DUI
enforcement officer also provides training to other officers as well as to the community.
