CP540 NALOXONE HYDROCHLORIDE PROGRAM
CP540.1 PURPOSE AND SCOPE
There has been an increase nationally in the number of opioid -related calls requiring law
enforcement response. These calls frequently involve subjects who have either purposely or
accidently overdosed due to misuse of opioids. Naloxone hydrochloride is a medication designed
to reverse opioid overdose. First responders have been using naloxone hydrochloride with great
success.
Buena Park Police Department personnel are frequently the first responders to a ssist a person who
is experiencing or suspected of experiencing an opioid -related overdose. This SOP establish es
procedures to govern an “Overdose Prevention Program” through the deployment of naloxone
hydrochloride by Department personnel. The objective is to reduce injuries and fatalities resulting
from opioid overdoses in the instances where emergency medical services personnel have not yet
arrived.
CP540.1.1 ACCREDITATION STANDARDS
This procedure pertains to the following CALEA Standards: 41.3.2 , 41.2.8
CP540.2 USE OF NALOXONE HYDROCHLORIDE
Buena Park Police Department officers shall be trained to administer naloxone hydrochloride in
accordance with mandated training guidelines determined and established by the Orange County
Health Care Agency/Emergency Medical Services ( OCHCA/ OCEMS) pursuant to Health & Safety
Code 1797.197 and California Civil Code 1714.22.
a) Officers on patrol who are trained in accordance with mandated training guidelines should
deploy with naloxone hydrochloride kits in the field . However, officer s will retain the
discretion to administer or not administer naloxone hydrochloride to persons experiencing
or suspected of experiencing opioid -related overdoses. There is no legal obligation to
administer naloxone hydrochloride.
b) Officers who administer naloxone hydrochlor ide are protected from civil and criminal liability
if they “act with reasonable care” and “in good faith .” This is accomplished by administering
naloxone hydrochloride according to established training protocol.
CP540.3 TRAINING
Officers shall not administer naloxone hydrochloride without completing mandated training . All
officers will receive training that will include, but not be limited to, an overview of California Civil
Code 1714.22, patient assessment (signs/symptomology of overdoses), universal precautions,
rescue breathing, seeking medical attention for the patient, and the use of intra-nasal naloxone
hydrochloride. Officers will receive training as deemed appropriate by OCHCA/ OCEMS.

Department first aid staff will be responsible for follow -up and biennial training regarding naloxone
hydrochloride usage. This will be included as part of regular scheduled first aid/CPR training and
will be provided by trained Department first aid staff members.
CP540.4 NALOXONE HYDROCHLORIDE DEPLOYMENT
The Department will deploy naloxone hydrochloride kits during patrol and/or any other
circumstance as deemed appropriate by the Chief of Police or his/her designee.
a) Kits designated for field deployment by patrol officers will be stored in the Sergeants ’ Office .
b) The kits are heat -sensitive and must be kept in the passenger area of the patrol car during
the course of the officer’s shift. Naloxone hydrochloride kits shall not be kept in the patrol
vehicle for extended periods of time or any other area that is not temperature controlled.
c) Naloxone hydrochloride kits will also be stored in the custody facility, the Watch
Commander’s office, and the evidence booking area to be deployed at the discretion of on -
duty personnel.
d) Additional supplies of naloxone hydrochloride will be kept in the Training Unit for
replenishment of the kits.
CP540.5 NALOXONE HYDROCHLORIDE USE
Officers who have completed the mandated naloxone hydrochloride training by OCHCA/ OCEMS
are authorized to administer naloxone hydrochloride when they reasonably believe someone is
experiencing an opioid -related overdose. Personnel will treat the incident as a medical emergency
and follow these steps when performing this intervention:
a) Confirm emergency personnel are responding
b) Maintain universal precautions
