CP120. 1.1 ACCREDITATION STANDARDS This procedure pertains to the following CALEA standards: 15.1.1, 15.1.2, 15.1.3, 15.2.1, 15.2.2, 40.1.1, 45.2.2 This procedure pertains to the following General Orders: § 10 4, § 809 CP120 .2 PLANNING AND RESEARCH ACTIVITIES Research and analys is provide s a clear, comprehensive , and up -to-date framework to plan Department operations. Planning and research activities include: a) Development and tracking of Department policies, procedures, rules and regulations b) Measuring performance and reporting progress against goals and objectives c) Anticipating future demands for service and estimating the impact of City revenue on police services d) Providing clear and insightful research and analysis to support planning and operational decisions and acti ons e) Identifying operational alternatives and planning future programs CP120. 3 RESPONSIBILITIES OF PLANNING AND RESEARCH The Senior Administrative Assistant to the Chief of Police will assist in coordinating D epartment - wide planning and research efforts with division commanders and other management staff. Under the direction of the division commanders , each lieutenant has responsibility for the following objectives and functions a s part of the planning and research function : a) Develop and implement plans to improve the delivery of law enforcement services in the community and further the Department ’s long-term goals and operational objectives . b) Review existing Department plans to eva luate their suitability, identify their deficiencies, and, if necessary, update them or recommend improvements . c) Gather and organiz e information necessary for Department planning, includ ing workload and population trends. The Support Services Division Crime Analyst should collect performance data concerning all aspects of the Department’s operations, summarize relevant information , and report this information. The l ieutenants report directly to the division commanders and the Crime Analyst r eports to the Support Services Division Commander. The Support Services Divi sion Commander is responsible for this function and has ready access to the Chief of Police. CP120 .4 REGIONAL PLANNING EFFORTS Regional p lanning is critical to the Department ’s participation in a regional coordinated planning effort. The Department works with the following associations and organizations to establis h and continue regional planning effort s: a) California Police Officers Association (CPOA) b) California Chiefs of Police Association (CPCA) c) Orange County Traini ng Managers Associatio n (OCTMA) d) Neighbo rhood and Business Watch Groups e) Integra ted Law and Justice Group (ILJ) f) Regional Narco tics Suppression Program (RNSP) g) Orange Count y Auto Theft Task Force (OCATT) h) County -wide Mutual Aid Committee CP120 .5 THREE -YEAR STRATEGIC PLAN The Operations Division Commander and the Support Services Division Commander, working with Department employees, develop and implement a three -year strategic plan that is reviewed and updated annually. The plan include s: a) Mission, Visio n, and Values statements b) Long-term goals and operational objectives c) Anticipated workload and population trends d) Anticipated personnel levels e) Anticipated capital improvements and equipment needs f) A regul ar review and revision schedule CP120 .6 ANNUAL GOALS The Operations Division Commander and the Support Services Division Commander meet at the conclusion of the year to assess whether annual goal objectives were met. The Crime Analys t provides the data from which he/she work s. After t he division commanders make a ssessments , the Support Services Division Commander forwards a final report on the attainment of goals to the Chief of Police. This report lists the goals for the year in question, indicates whether and why they were met or not met , and includes suggestions for attaining the goals in the future.
