CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 4 12/18/2015 10/18/2025 10/18/2029 BUENA PARK POLICE DEPARTMENT STANDARD OPERATING PROCEDURES _______________________________________ _ AD104 - Administrative Practices and Procedures 1 AD104 ADMINISTRATIVE PRACTICES AND PROCEDURES AD104 .1 PURPOSE AND SCOPE This procedure describes the Buena Park Police Department processes for allocating personnel and administering personnel, administration, and managerial functions. This procedure lists the assigned responsibility and division or department/unit location for a variety of reports and tasks relate d to Departmental operations. AD104 .1.1 ACCREDITATION STANDARDS This procedure pertains to the following CALEA standards : 21.2.3, 82 .3.5 This procedure pertains to the following General Orders: § 200 AD104 .2 ALLOCATIO N AND DISTRIBUTION OF PERSONNEL AD104 .2.1 PERSONNEL MANAGEMENT SYSTEM The Department fills and vacates agency positions according to the City’s annual budget allocation included in the Summary of Positions report . The Summary of Positions report provides the number and type of each position authorized i n the Police Departmen t budget. This ensures Council -approved personnel allocations are maintai ned throughout the fiscal year. This process is coordinated with the City ’s Human Resources Department. The Support Services Division Commander provides a Summary of Positions report containing the authorized positions and their locations within the organizational structure , personnel assigned to the positions , and budgeting responsibilities . The Division Commanders, along with the Chief of Police, may review the Autho rized Personnel List and the Organizational Chart for data for the Monthly Report. These reports include both actual and authorized personnel strength and the number of personnel, by rank or job cl assification, within each unit. The reports also contain po sition status information (whether filled or vacant ) for each authorized position in the Department. The Chief and Division Commanders reference the Authorized Personnel List when creating schedules and filling vacant positions. AD104 .3 JOB TASK ANALYSIS AND CLASSIFICATION PLAN AD104 .3.1 JOB TASK ANALYSIS OBJECTIVES The City ’s Human Resources Department maintains a Job Task Analysis for all positions or functions that employees fill within the Police Department. This includes a written analysis that: CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 4 12/18/2015 10/18/2025 10/18/2029 BUENA PARK POLICE DEPARTMENT STANDARD OPERATING PROCEDURES _______________________________________ _ AD104 - Administrative Practices and Procedures 2 a) Outlines the expectations of each position, identifies and explains the dutie s, responsibilities, functions, and tasks b) Explains the frequency that these duties, responsibilities, functions , and tasks occur c) Explains how critical the work behaviors are d) Describes the job-related skills , knowledge , and abilities needed to effectively complete these tasks AD104. 3.2 JOB TASK ANALYSIS STATISTICS The City’s Human Resources Department considers Job Task Analysis statistics when: a) Determining appropriate position compensation b) Collecting position and occupation information c) Writing classification specifications d) Assisting in the evaluation process e) Providing guidance to employees and supervisors concerning the duties and responsibilities of an individual position f) Identifying and defining roles and responsibilities of employees r egarding the overall classification plan g) Helping in the establishment of agency training needs AD104 .3.3 CLASSIFICATION PLAN AND JOB DESCRIPTIONS The City maintains a written job classification plan, as outlin ed in the City Personnel rules. The plan includes: a) Categorization of every job by class on the basis of similarities in duties, responsibilities, and qualification requirements b) Class specifications c) Provisions for relating compensations to classes d) Provisions for reclassi fication The City’s Human Resources Department maintains a written job description of each position or function within the Department. Copies of job descriptions are also available on the City’s website available to all personnel and the public . Personnel Directives may include , but are not limited to new appointments , new assignments , awards, promotions, separations, suspensions , and restoration to duty. Certain records are maintai ned solely by a bureau or unit. General records/reports such as Incident Reports or Crime Reports ( CRs) are routed t hrough Spillman . Examples of other records/reports, both official and unofficial, that are maintained by the various operational units include, but are not limited to the following: RECORD/REPORT
