CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 4 03/19/2015 02/08/2024 02/08/2028 BUENA PARK POLICE DEPARTMENT GENERAL ORDERS __________________ _______ __________ GO 335 - Law Enforcement Mutual Aid Plan 1 POLICY 335 LAW ENFORCEMENT MUTUAL AID PLAN 335.1 PURPOS E AND SCOPE This policy describe s and establish es guidelines for law enforcement m utual aid requests. 335.1.1 ACCREDITATION STANDARDS This policy pertains to the following CALEA Standards: 2.1.3, 2.1.4 335.1.2 INTER -CITY POLICE ASSISTANCE PLAN The Inter -City Police Assistance Plan , adopted by the Orange County Chiefs of Police and Sheriff’s Association (OCCPSA), governs a ll requests for law enforcement mutual aid. The Association membership reviews and adopts t his plan annually . A copy of the plan is available in the Watch Commander’s office. 335.2 POLICY It is Buena Park Police Department policy to part icipate in, and abide by, the Inter -City Police Assistance Plan (mutual aid) as adopted by the OCCPSA. 335.3 CONDITIONS APPLICA BLE TO MUTUAL AID REQUESTS Four conditions apply to the implementation of any mutual aid request : a) The on -duty Watch Commander shall r equest response under this plan . b) The “on-scene commander ,” or Incident Commander, shall be responsible for deployment of assisting agencies’ responding personnel . c) A Watch Commander or officer of higher rank from the agency supplying mutual aid personnel shall approve any use of trainees, academy recruits, or non -sworn personnel during any response under this plan . d) Through common agreement, mutual aid is provided at no cost to the requesting agency except in the following circumstances : 1. The OCCPSA expressly excludes from its assistance plan regular ly scheduled profit -making ventures that routinely require assistance from other agencies, and profit -making ventures that include a commitment of outside agency resources as part of the event planning. In these cases, the involved entities will agree upon the costs and financial responsibilities prior to the event. 2. Any planned or unexpected event requiring more than 12 hour s of outside agency assistance. 3. In the above cases, the costs of outside agency resources will be borne by the private organization or entity responsible for the event. At no time will the requesting agency be held responsible for the cost s of outside agenc y resources. CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 4 03/19/2015 02/08/2024 02/08/2028 BUENA PARK POLICE DEPARTMENT GENERAL ORDERS __________________ _______ __________ GO 335 - Law Enforcement Mutual Aid Plan 2 335.4 MUTUAL AID RESPONSES Response s to requests for mutual aid are: a) ″Code Alex ″ b) ″Code Charlie ″ c) ″999″ 335.4.1 ″CODE ALEX ″ ″Code Alex″ is an organized method of assigning police and sheriff units throughout Orange County to preplan ned observation posts. When ″Code Alex″ is initiated, individual agencies deploy units to their assigned posts , where they remain until the ″Code Alex″ is terminated. 335.4.2 ″CODE CHARLIE ″ ″Code Charlie″ is an Emerg ency Alert Plan to notify neighboring agencies of the impending need for personnel and resource assistance. It is normally put into effect when emergency or riotous conditions exist and the need for mutual aid is anticipated. 335.4.3 ″999″ ″999″ is a request for urgent, immediate assistance. It differs from ″Code Charlie ″ in that the need for assistance is un anticipated , and specific agencies are preselected for response. 335.5 MUTUAL AID REQUEST DOCUMENTATION All Department requests for mutual aid and inter -city police assistance will be reported to the Chief of Police. Orange County Communications (Control One ) maintains a permanent record of all activations of the mutual aid plan. 335.6 BUE NA PARK POLICE RESPONSE TO OUTSIDE AGENCY MUTUAL AID REQUESTS “Code Alex” : A BPPD Dispatcher may direct Department officers to post assignments in the event of a ″Code Alex″ request. “Code Charlie or “999” : Department officers WILL NOT respond to a ″Code Charlie″ or ″999″ mutual aid request without the approval of an on -duty Watch Commander.
