Published with permission by Buena Park Police DepartmentReserve Officers - 1Reserve Officers 326.1 PURPOSE AND SCOPE The Buena Park Police Department Reserve Unit was established to supplement and assist regular sworn police officers in their duties. This unit provides professional, sworn reserve officers who can augment regular staffing levels. This policy outlines the selection, duties, and responsibilities of reserve officers and those individuals responsible for the supervision and management of the Police Reserve Unit. 326.1.1 ACCREDITATION STANDARDS This section pertains to the following CALEA Standards: 1.2.1, 1.2.2, 22.1.10, 31.4.7, 31.4.8, 35.1.2 326.2 DEFINITIONS The following definitions apply to the Police Reserve Unit Policy: Immediate Supervision: Refers to a sworn full-time supervisor or officer who provides direction and control to Level I Reserve Officers. Officer: The term "officer" as used in this policy shall refer to a Buena Park Police Department Reserve Police Officer, unless otherwise stated. Reserve Officer Level: The title given to an officer in accordance with the state and local administrative codes that define an officer's authority and skill level. The Department only appoints reserve officers who have Level I status. Level I Reserve Officer: The California Peace Officer Standards and Training (POST) defines a Level I Reserve Officer as "an officer who may work alone and perform the same duties as full- time regular police officers." Level I Reserve Officers must complete a minimum of 727 hours of POST-certified academy training. Reserve Police Officer: A duly appointed, at-will, part-time paid employee of the Buena Park Police Department in accordance with applicable Penal and Administrative Codes of the State of California and the policies and procedures of the Buena Park Police Department. 326.3 POLICY It is the policy of the Department to staff and maintain a sworn and trained Police Reserve Unit to supplement and assist the Department. The Department authorizes only Level I Reserve Officers. 326.4 SELECTION AND APPOINTMENT OF POLICE RESERVE OFFICERS The Buena Park Police Department shall endeavor to recruit and appoint to the Reserve Unit only those applicants who meet the high ethical, moral and professional standards set forth by this department. Published with permission by Buena Park Police DepartmentReserve Officers - 2326.4.1 PROCEDURE All applicants shall be required to meet and pass the same pre-employment procedures as regular police officers before appointment. Before appointment to the Police Reserve Unit, an applicant must have completed, or be in the process of completing, a POST approved basic academy or extended basic academy. 326.4.2 APPOINTMENT Applicants who are selected for appointment to the Police Reserve Unit shall, on the recommendation of the Chief of Police, be sworn in by the Chief of Police and take a loyalty oath to observe and obey all of the laws of the land and to carry out their duties to the best of their ability. 326.4.3 COMPENSATION FOR POLICE RESERVE OFFICERS Reserve officers are compensated as provided for in the current part-time pay schedule. Reserve officers are not entitled to participate in the California State Employees Retirement System (CALPERS), nor are they eligible to participate in any other benefits provided for City of Buena Park employees. Reserve officers may participate in the City-offered deferred compensation program. On-duty reserve officers are covered by and eligible for Workers Compensation for any necessary medical treatment arising from any injury sustained while on duty. Injuries not requiring immediate medical attention shall be reported to the Watch Commander or Reserve Coordinator as soon as practical. The City of Buena Park provides the same liability coverage for on-duty reserve officers as it does for on-duty full-time officers. 326.4.4 EMPLOYEES WORKING AS RESERVE OFFICERS Employees of this Department may not serve simultaneously as reserve officers. 326.5 DUTIES OF RESERVE OFFICERS Reserve officers assist regular officers in the enforcement of laws and in maintaining peace and order within the community. Assignments of reserve officers will usually be to augment the Operations Division. Reserve officers may be assigned to other areas within the Department as needed. Reserve officers are required to work a minimum of 20 hours per month, which includes attendance at the monthly reserve officer meeting, unless excused by the Reserve Coordinator. 326.5.1 POLICY COMPLIANCE Police reserve officers shall be required to adhere to all department policies and procedures. A copy of the policies and procedures will be made available to each reserve officer upon appointment and he/she shall become thoroughly familiar with these policies. Whenever a rule, regulation, or guideline in this manual refers to a sworn regular full-time officer, it shall also apply to a sworn reserve officer unless by its nature it is inapplicable.
