Published with permission by Buena Park Police Department Firearms - 1 Buena Park Police Department Buena Park PD Policy Manual Firearms 306.1 PURPOSE AND SCOPE This policy provides guidelines for issuing firearms, the safe and legal carrying of firearms, firearms maintenance and firearms training. This policy does not apply to issues related to the use of firearms that are addressed in the Use of Force or Officer -Involved Shootings and Deaths policies. This policy only applies to those members who are authorized to carry firearms. The Chief of Police or authorized designee shall approve all Department firearms before they are acquired and used by any member of this Department. 306.1.1 ACCREDITATION STANDARDS This policy pertains to the following CALEA Standards: 1.2.2, 4.1.3, 4.2.1, 4.3.1, 4.3.2, 4.3.3, 4.3.5, 33.1.4, 33.1.5 306.2 POLICY The Buena Park Police Department will equip its members with firearms to address the risks posed to the p ublic and department members by violent and sometimes well -armed persons. The Department will ensure firearms are appropriate and in good working order and that relevant training is provided as resources allow. The Training Sergeant, or authorized designee, will maintain records of all firearms, equipment, and related training. 306.3 AUTHORIZED FIREARMS, AMMUNITION AND OTHER WEAPONS Members shall only use firearms that are issued or approved by the Department and have been thoroughly inspected by the Rangemaster. Except in an emergency or as directed by a supervisor, no firearm shall be carried by a member who has not qualified with that firearm at an authorized department range. All other weapons not provided by the Department, including but n ot limited to edged weapons, chemical or electronic weapons, impact weapons or any weapon prohibited or restricted by law or that is not covered elsewhere by department policy, may not be carried by members in the performance of their official duties without the express written authorization of the member's Division Commander. This exclusion does not apply to the carrying of a single folding pocketknife that is not otherwise prohibited by law. All of the listed weapons are subject to inspection by an A rmorer annually, as needed, or upon the direction of a supervisor. The Training Coordinator shall maintain a complete listing of all Department -owned firearms by type, description, model, serial number, and to whom they are assigned and/or controlled. Published with permission by Buena Park Police Department Firearms - 2 306.3.1 HANDGUNS The authorized department -issued handgun is the Glock 17, 21, and 22. The following additional handguns are approved for on -duty use: MAKE MODEL CALIBER Glock 17 Pistol 9x19mm Glock 19 Pistol 9X19mm Glock 23 Pistol .40 Auto 306.3.2 SHOTGUNS The authorized department -issued shotgun is the Remington 870 12 gauge. The following additional shotguns are approved for on -duty use: MAKE MODEL CALIBER Benelli M-1 Shotgun 12ga Benelli M-3 Shotgun 12ga When not deployed, the shotgun shall be properly secured consistent with department training in a locking weapons rack in the patrol vehicle. 306.3.3 RIFLES AND SUB -MACHINE GUNS The authorized department -issued patrol rifle is the AR-15 223. The following additional rifles are approved for use by SWAT team members: MAKE MODEL CALIBER Colt AR-15/M4 5.56mm Remington 700 .308 Win. HK 91 Rifle .308 Win. HK 93 Rifle 5.56mm HK MP5 9x19mm Members may deploy the patrol rifle in any circumstance where the member can articulate a reasonable expectation that the rifle may be needed. Examples of some general guidelines for deploying the patrol rifle may include but are not limited to: (a) Situations where the member reasonably anticipates an armed encounter. (b) When a member is faced with a situation that may require accurate and effective fire at long range. (c) Situations where a member reasonably expects the need to meet or exceed a suspect's firepower. (d) When a member reasonably believes that there may be a need to fire on a barricaded person or a person with a hostage. (e) When a member reasonably believes that a suspect may be wearing body armor. (f) When authorized or requested by a supervisor.
