POLICY 215 FACILITY SECURITY
215.1 PURPOSE AND SCOPE
The Buena Park Police Department facility is a secure environment . It contains confidential
information , and employees must feel safe within its walls . This policy describes the facility security
plan.
215.1.1 ACCREDITATION STANDARDS
This policy pertains to the following CALEA standards: 26.2.2 , 81.3.1, 82.1.1, 84.1. 2
215.2 POLICY
It is Department policy that o nly authorized individuals shall be allowed to access non -public areas .
Certain areas within the Department facility shall have higher levels of security and restricted
access .
215.3 FACILITY SECURITY PLAN
In this policy, the term “Department facility” includes all buildings and outbuildings, parking lots, and
courtyards or open areas within the secured perimeter of the Department’s property.
All personnel and individuals gaining access to the Department facility shall adhere to t he Facility
Security Plan outlined in this policy .
215.3.1 EMPLOYEE RESPONSIBILITY
Every Department employee has the responsibility to question unfamiliar individuals inside our
facility who do not display official law enforcement identification or are not wearing a law
enforcement uniform, to ascertain their authority to be in the fa cility unescorted .
Every Department employee shall adhere to the Facility Security Plan , as outlined in th is policy .
215.3.2 WATCH COMMANDER/COMMUNICATIONS RESPONSIBILITIES
The Department maintains a closed -circuit video monitoring and recording system that provides
multiple views of the facility and the surrounding property . Camer as inc lude fixed or pan/tilt
positioning depending on the location within the facility . All camera views can be manually selected
through the Communications Center and the Watch Commander’s Office . Video monitors in
Communications and the Watch Commander’s office provide multiple views for continued security
monitoring of the Department facility . It is the responsibility of the on-duty personnel in these
positions to report and address any security conc erns observed by the video system.

215.4 MINIMUM STANDARDS FOR ACCESS
Access to and within the Department facility is controlled under the authority of the Chief of Police
or his/her designee . To ensure high standards of security within the Department facility , all
individuals entering the facility beyond the front l obby must have permission and authority to enter
and qualify under at least one of the following categories :
a) Be a current Department employee in good standing .
b) Must we ar an issued visitor identification card and be e scorted by a current/authorized
Department employee at all times .
c) Successfully pass a “Less Than Full” background check . A “Less Than F ull’ background
includes fingerprint submission to California Department of Justice, pursuant to California
Law Enforcement Telecommunications System (CLETS) protocol .
d) Successfully pass a full background check .
e) Be an on -duty emergency respond er to an actual em ergency withi n the building (i.e.,
ambulance or fire personnel).
215.5 PUBLIC, NON -PUBLIC, SECURED , AND RESTRICTED AREAS
Areas within the Department facility are designated as Public, Non -Public, Secured , and Restricted
areas.
215.5.1 PUBLIC AREAS
Public areas are those accessible to the public without being escorted and without having met any
other requirements . These public areas are accessible during normal operating hours specific to
that area :
a) Front/Main parking lot
b) Front Lobby
c) Front Lobby public restrooms
d) Community Room (with prior authorization to u se the room )
215.5.2 NON -PUBLIC AREAS
Non-public areas are those that are accessible to individuals having permis sion or authority to enter
the Department facility beyond those specified in the “p ublic” area definitions . These individuals
must wear an appropriat ely issued visitor identification card and m ust be escorted by an authorized
Department employee at all tim es. Non-public areas of the Department facility are designated as
follows:
a) Emergency Operations Center
b) Secured parking lot
c) Watch Commander’ s office
d) CIT office
e) Traffic office

f) Evidence booking area
g) Briefing /Training room
h) Report -writing room
i) Men’s and women’s locker rooms
j) All other non -designated open areas within the building
215.5.3 SECURED AREAS
Secured Areas with in the Department facility have limited access . Only those individuals having
authority shall have access to specific secur ed areas . These individuals may have access to certain
