Published with permission by Buena Park Police DepartmentTraining - 1Training 203.1 PURPOSE AND SCOPE It is the policy of this department to administer a training program that will provide for the professional growth and continued development of its personnel. By doing so, the Department will ensure its personnel possess the knowledge and skills necessary to provide a professional level of service that meets the needs of the community. 203.1.1 ACCREDITATION STANDARDS This section pertains to the following CALEA Standards: 33.1.2, 33.1.3, 33.1.4, 33.1.5, 33.1.6, 33.1.7, 33.5.1, 33.5.3, 33.5.4, 33.6.1, 33.7.2, 33.8.1, 33.8.2, 33.8.3, 46.1.12 203.2 POLICY The Department shall administer a training program that meets federal, state, local, and POST training requirements. Personnel in supervisory assignments and employees assigned to conduct career development activities including training and counseling, or employees required to assess techniques or skills of others, will be required to attend courses designed to increase their training and knowledge to perform such duties. The training should be designed to enhance the employee's technical expertise and overall effectiveness which will be reflected in individuals they train or assess. It is a priority of this department to provide continuing education and training for the professional growth and development of its members. 203.3 PHILOSOPHY The Department seeks to provide ongoing training and encourages all personnel to participate in advanced training and formal education on a continual basis. Training is provided within the confines of funding, requirements of a given assignment, staffing levels, and legal mandates. Whenever possible, the Department will use courses certified by the California Commission on Peace Officer Standards and Training (POST). 203.4 OBJECTIVES The objectives of the Training Program are to: (a)Enhance the level of law enforcement service to the public. (b)Increase the technical expertise and overall effectiveness of our personnel. (c)Provide for continued professional development of department personnel. (d)Ensure compliance with POST rules and regulations concerning law enforcement training. Published with permission by Buena Park Police DepartmentTraining - 2203.5 TRAINING SERGEANT The Chief of Police shall designate a Training Sergeant who is responsible for developing, reviewing, updating, and maintaining the department training plan so that required training is completed. The Training Sergeant should review the training plan annually. 203.5.1 TRAINING RESTRICTION The Training Sergeant is responsible for establishing a process to identify officers who are restricted from training other officers for the time period specified by law because of a sustained use of force complaint (Government Code § 7286(b)). 203.6 TRAINING NEEDS ASSESSMENT The Training Unit will conduct an annual training-needs assessment of the Department. The needs assessment will be completed by the Training Sergeant and reviewed by staff. Upon approval by staff, the needs assessment will form the basis for the training plan for the fiscal year. 203.7 ANNUAL IN-SERVICE TRAINING The Department makes every effort to ensure on-going training to employees. This training shall be structured to motivate experienced officers and to further the professionalism of the agency. In- service training may take the form of training bulletins, assigned training courses, briefing training, etc. The training should include: (a)Firearms qualification course administered annually according to the firearms policy. (b)Updates on policies, procedures, rules, regulations and legal updates. (c)Mandated courses, certifications and re-certifications (i.e. first aid, CPR, POST, etc. (d)Police procedures and tactics including officer safety, responses to unusual incidents. (e)Use of force policies/ issues to include proper application, deadly force issues, control holds, weaponless defense, less lethal devices, etc. (f)Perishable skills such as driving, tactical communication, discretionary decision making, etc. (g)Department's Critical Incident Response Plan which encompasses disasters, civil disturbances and special operations. 203.8 SAFETY REVIEW TEAM The Chief of Police will direct the Safety Review Team to conduct post-incident evaluations. The Safety Review Team will review identified events to improve the health and welfare of the employee, organization, and community. The Safety Review Team will determine whether training would likely improve future outcomes or reduce or prevent the recurrence of the undesirable issues related to the incident in accordance with Policy §1037 – Personnel Safety Analysis Program for additional information on the Safety Review Team. Published with permission by Buena Park Police DepartmentTraining - 3203.9 TRAINING COMMITTEE The Training Lieutenant shall establish a Training Committee to assist with identifying training needs for the Department. The Training Committee assists the Training Unit and will consist of a cross-section of employees from within the agency and should have at least one representative from each division. The selection of committee members is based on the employee's specific job title or responsibilities and is at the discretion of the Division Commanders.
