Published with permission by Buena Park Police DepartmentEmergency Management Plan - 1Emergency Management Plan 202.1 PURPOSE AND SCOPE The City of Buena Park has prepared an Emergency Operations Plan (EOP) for use by all employees in the event of a major disaster or other emergency event. The EOP provides strategic guidance for the effective mobilization of all City resources – both public and private – to meet any condition constituting a Local Emergency, State of Emergency, or State of War Emergency and provides for the organization, powers, duties, services, and staff for the emergency organization (Government Code § 8610). The EOP is concerned mainly with management-level policies and operations and does not discuss tactical operations in the field. The Emergency Operations Guide (EOG) supplements the EOP. While the EOP is a strategic policy document, the EOG is a "how to" manual, describing in detail how certain functions should be accomplished. The EOP answers the question "why"; the EOG answers the question "how." Centralized emergency management and coordination is vital when a major emergency or disaster strikes. Representatives from all city departments report to the City Emergency Operations Center (City EOC) when it is activated. Together, they can centralize city authorities, coordinate department response and restoration activities, and liaise with different levels of government. The City EOC allows face-to-face coordination among city, county, special district, and nongovernmental organization (NGO) representatives who must set priorities for the allocation and use of resources and evaluate the need to escalate unresolved issues to higher government echelons. 202.1.1 ACCREDITATION STANDARDS This policy pertains to the following CALEA Standards: 46.1.1, 46.1.2, 46.1.9 202.2 POLICY The Buena Park Police Department will use the city's EOP and EOG, as well as supplemental plans and specific departmental policies, to guide its response to critical incidents such as natural and human-caused disasters, pandemics, major civil disturbances, acts of terrorism, and other large-scale emergencies. All command staff and affected Department personnel will be familiar with the EOP and EOG to ensure an effective and efficient response to all critical incidents. 202.3 LEGAL BASIS AND STANDARDS COMPLIANCE Municipal Code Title 8, Chapter 8.00.080, calls for the creation of an EOP and its adoption by the City Council. The City's Disaster Council is responsible for developing and periodically updating the city's EOP. The current plan took effect upon adoption by resolution of the Buena Park City Council on June 8, 2021. The City Council will adopt an updated EOP in Q3 2025. The EOP is compatible with the California State Operations Plan. The city's EOP is considered to be an extension of the State Operations Plan as necessary. Published with permission by Buena Park Police DepartmentEmergency Management Plan - 2On July 14, 1998 (Resolution 10529), the Buena Park City Council adopted the Standardized Emergency Management System (SEMS) (SB 1841) for managing responses to multi-agency and multi-jurisdiction emergencies, as described in California Government Code §8607(a). SEMS incorporates the use of the Incident Command System, the Master Mutual Aid Agreement, existing mutual aid systems, the Operational Area concept, and multi-agency / inter-agency coordination systems. The City Council also adopted the National Incident Management System (NIMS), the federal counterpart to SEMS, on January 10, 2006 (Resolution 11700). FEMA requires NIMS compliance as a prerequisite for a jurisdiction to obtain federal reimbursement for disaster-related response and recovery expenses. Individuals and agencies assigned emergency responsibilities within the EOP will prepare appropriate supporting procedures that comply with both SEMS and NIMS. 202.4 ACTIVATING THE EMERGENCY PLAN The Emergency Management Plan can be activated on the order of the official designated by local ordinance. 202.4.1 RECALL OF PERSONNEL In the event that the Emergency Management Plan is activated, all employees of the Buena Park Police Department are subject to immediate recall. Employees may also be subject to recall during extraordinary circumstances as deemed necessary by the Chief of Police or the authorized designee. Failure to promptly respond to an order to report for duty may result in discipline. 202.5 LOCATION OF THE PLAN Paper editions of the EOP and EOG are available in the City EOC, the Watch Commander's Office, and the City Manager's office. The digital editions are available to all city employees on the city intranet 'N' drive. All supervisors should familiarize themselves with the EOP and EOG and what roles police personnel will play when the city implements the EOP. They will also conduct periodic reviews, update alert procedures and resource lists, assist in the development of new or revised plans, maintain a level of preparedness by participating in periodic training and exercises, and be prepared to implement all or portions of the EOP as necessary. 202.6 UPDATING OF MANUALS The city's Emergency Services Coordinator (ESC), or his/her designee, shall, as directed
