GO 105 - Jurisdiction and Geographical Boundaries 1 POLICY 105 JURISDICTION AND GEOGRAPHICAL BOUNDARIES
105.1 PURPOSE AND SCOPE
This General Order establish es the Buena Park Police Department ’s jurisdictional boundaries and
establish es the responsibilities of agencies that have concurrent jurisdiction in the City of Buena
Park.
105.1.1 ACCREDI TATION STANDARDS
This policy pertains to the following CALEA Standards: 2.1.1, 2.1. 2
105.2 DEFINITIONS
Concurrent Jurisdiction : A parcel of property upon which the Buena Park Police Department and
one or more other law enforcement agency (ies) have full jurisdiction.
Exclusive Jurisdiction : A parcel of property upon which a single law enforcement agency has
jurisdiction.
105.3 JURISDICTIONAL BOUNDARIES
The City of Buena Park ’s geographical and jurisdictional boundaries are identifiable in the
Department Map Book issued to all sworn personnel. All addresses and locations that are within
the City of Buena Park are geocoded into the department's Computer Assisted Dispatch (CAD)
System. This information allows Communications Center personnel to verify whether the
Department serves an address or location.
The CAD system is updated continuously as new addresses are es tablished and as annexations
or changes in the City boundaries occur. The issued map book is updated as necessary.
105.4 CONCURRENT JURISDICTION S
The Department is responsible for providing all law enforcement services within the City of Buena
Park. Although the Department has jurisdiction in the city, there are concurrent (overlapping)
jurisdictions with county, state, and federal law enforcement agencies .
The Orange County Sheriff's Department has concurrent jurisdiction and provides services such
as forensic sciences (crime scene investigation and lab analysis), bomb disposal, and helicopter
patrol at the request of the Buena Park Police Department. Both agencies participate in the Orange
County Inter -City Police Assistance P lan adopted by the Chiefs of Police and Sheriff.
The California Highway Patrol has concurrent jurisdiction for traffic -related activity on the freeway,
onramps, and offramps located within the City of Buena Park . The Buena Park Police Department
is respon sible for all criminal activity that occurs on the freeway system within the boundaries of
Buena Park and is available to assist the Highway Patrol as needed.

The Department has established concurrent jurisdiction with state and federal law enforcement
agencies that have the authority to conduct investigations within the City of Buena Park . Officers
and representatives of these agencies have been requested to notify the on -duty Watch
Commander or Communications Supervisor , in the absence of a Watch Comma nder, when they
plan to conduct law enforcement activity in Buena Park . In return, the Department will provide
resources for the joint investigation of such activity , as available and as requested.
105.5 INTER -AGENCY JURISDICTIONAL AGREEMENTS
With the approval of the Buena Park City Council, the Chief of Police may enter into agreement
with other law enforcement agencies to establish service levels in areas of concurrent jurisdiction.
The agreement will specify:
a) Agency response to c alls for service
b) Communication between the agencies
c) Personnel and support resources
d) Reporting responsibilities
e) Payment for services, if required
f) Prosecutor and court jurisdiction
