100.1 PURPOSE AND SCOPE
The Buena Park Police Department is dedicated to safeguarding the well-being of our community
through the provision of professional law enforcement services. This Policy serves as a
cornerstone and embodies our shared values of service, teamwork, ownership, integrity and
compassion in all that we do.
Our mission is to disrupt crime, maintain order, and serve the public trust through professionalism,
accountability, and courage. The guidelines set forth in this policy establish a framework for the
conduct and responsibilities of every member of the Buena Park Police Department. It is crucial
that we adhere to these policies to maintain public trust, uphold the law, and ensure the safety of
both our officers and the community we proudly serve.
As guardians of our community, it is imperative our officers uphold the highest standards of ethical
behavior, fairness, and impartiality. This policy encompasses the fundamental principles that guide
our interactions, decision-making processes, and the use of our authority. We recognize the
dynamic nature of law enforcement and are committed to regularly reviewing and updating these
policies to reflect legal developments, community needs, and advancements in policing strategies.
By embracing these policies, each member of the Buena Park Police Department contributes
to the realization of our shared vision: preparing for the future, while preserving a tradition
of exemplary service, innovation, and leadership. The principles outlined herein embody our
dedication to continuous improvement, accountability, and a collaborative approach to public
safety.
This policy is not merely a set of rules; it is a manifestation of our unwavering commitment to
serving our community with professionalism, accountability, and courage.

100.1.1 ACCREDITATION STANDARDS
This policy pertains to the following CALEA Standards: 1.1.2, 12.2.1, 33.7.1
100.2 POLICY
The Department will continuously monitor, review, and update the policies and procedures
included in our General Orders and Standard Operating Procedures to ensure compliance with the
recognized best practices as set forth by the Commission for Accreditation of Law Enforcement
Agencies (CALEA), and outlined in the CALEA Law Enforcement Standards.
The General Orders and Standard Operating Procedures will be maintained, and changes will be
archived, in the PowerDMS data management system to provide a reference base upon which the
Department operates. The General Orders and Standard Operating Procedures will be available

100.3 LAW ENFORCEMENT CODE OF ETHICS
AS A LAW ENFORCEMENT OFFICER, my fundamental duty is to serve; to safeguard lives and
property; to protect the innocent against deception, the weak against oppression or intimidation,
and the peaceful against abuse or disorder; and to respect the constitutional rights of all to liberty,
equality and justice.
I WILL keep my private life unsullied as an example to all; maintain courageous calm in the face
of danger, scorn, or ridicule; develop self-restraint; and be constantly mindful of the welfare of
others. Honest in thought and deed in both my personal and official life, I will be exemplary in
obeying the laws of the land and the regulations of my department. Whatever I see or hear of a
confidential nature or that is confided to me in my official capacity will be kept ever secret unless
revelation is necessary in the performance of my duty.
I WILL never act officiously or permit personal feelings, prejudices, animosities or friendships to
influence my decisions. With no compromise for crime and with relentless prosecution of criminals,
I will enforce the law courteously and appropriately without fear or favor, malice or ill will, never
employing unnecessary force or violence and never accepting gratuities.
I RECOGNIZE the badge of my office as a symbol of public faith, and I accept it as a public
trust to be held so long as I am true to the ethics of the police service. I will constantly strive to
achieve these objectives and ideals, dedicating myself before god to my chosen profession... law
enforcement.
100.3.1 OBJECTION TO RELIGIOUS AFFIRMATION
Reference to religious affirmation in the Law Enforcement Code of Ethics may be omitted where
objected to by the officer.
100.4 ETHICS TRAINING
The Department provides ethics training to all personnel, at least biennially, incorporating a mix of
videos, role-playing, and group discussions. The Department strives to include ethical discussions
in our daily briefings
100.5 MISSION, VISION, AND VALUES STATEMENTS
The Department maintains a professional and dedicated approach to delivering the finest law
enforcement services to the community we serve. We have developed and follow a strategic plan
for the operation of the Department on a daily and long-term basis. The Department's Mission,
Vision, and Values Statements reflect the pride in our profession and dedication to the community
we serve.
