To accomplish this goal, a sworn supervisor is generally designated as the Watch Commander to lead each patrol shift as the first line supervisor. 420.2 DESIGNATION AS OFFICER-IN-CHARGE When a sworn supervisor is unavailable for duty as Watch Commander, the patrol shift corporal or senior police officer when no corporal is available is placed in charge as officer-in-charge of the patrol shift. When there is only one department sworn member on-duty and no supervisor, that sworn member will be the 'officer-in-charge' for the shift, except when circumstances reasonably require the notification or involvement of the off-duty command staff (MPP).
