Published with permission by CSU Police DepartmentCritical Response Unit (CRU) - 1Critical Response Unit (CRU) 344.1 PURPOSE The purpose of this policy is to define the California State University Critical Response Unit (CRU) organization, function, selection criteria, training, and deployment requirements. 344.2 POLICY The California State University CRU will prepare for, and professionally respond to unique situations and incidents that demand trained, equipped, experienced, and organized teams of California State University Police personnel beyond those resources available at one campus. CRU shall be maintained in a state of readiness and available to respond upon an approved request by the campus Chief of Police and President with subsequent approval by the Council of Chiefs and Chancellor's Office. 344.3 MISSION The mission of the California State University CRU is to maintain a dedicated team of university police personnel in a state of readiness who are trained with the skills and equipment readily available to assist local campuses to keep the peace and protect life and property as outlined within the scope of this policy. 344.4 SCOPE CRU provides specialized support for safety operations at the host campus, including but not limited to: (a)Recovery Period Operations: Following a natural disaster, act of terrorism, or other campus wide emergency, CRU may augment and/or support campus patrol services and functions for a limited period of time. (b)Significant Event: When a planned or unplanned campus event which may involve large crowds, a credible threat of criminal/terrorist acts, and/or potential risk of civil disobedience or riots, CRU may be assigned to augment the host campus officers to maintain safety and security. (c)Violent Crime Patrol Resources: When a campus experiences a short-term increase of dangerous/violent crime and significant risk exists to the campus community (e.g. a serial rapist, armed robberies, etc.), CRU may be temporarily assigned to augment the uniformed patrol staff of the host campus. (d)Investigative Resources: When a campus has a short-term need for organized teams of additional officers in order to carry out investigative activities for a serious case, such as extensive searches of large areas, multiple stake-outs, or the service of search/ arrest warrants, CRU may be activated to temporarily augment the investigators fielded by the host campus. Published with permission by CSU Police DepartmentCritical Response Unit (CRU) - 2344.5 CRU ACTIVATION AND DEPLOYMENTS In the event a CSU campus needs additional resources due to an event that falls within the purpose and scope of the CRU, the Host Campus Chief of Police will consult with their regional CRU Chief of Police to preliminarily assess the potential needs, mission, and logistics. If it is determined that CRU support is needed, a formal written request from the campus President of the host campus to the Chancellor Office is required for CRU activation and deployment. The formal request should include an explanation of the necessity or emergency, expected mission of CRU, current intelligence, and resources requested. 344.5.1 APPROVED DEPLOYMENT REQUEST Once a CRU deployment request is approved, the CRU Chiefs of Police will assist and be responsible to the host Chief of Police for coordinating the deployment mission of the CRU personnel/equipment, and making notifications to additional campus Chiefs for CRU resources as necessary. For logistics, it may take up to 72 hours for CRU to be fully deployed. However, this does not preclude CSU campuses from sending personnel immediately if needed to support the host campus while CRU is fully deployed. 344.5.2 APPROVED ABSENCES FROM CRU DEPLOYMENT CSU Chiefs of Police are expected to allow their designated CRU members to deploy when feasible. CRU members with court assignments, sick, or on pre-approved vacation may be released from deployment. It shall be the responsibility of each campus to strive to meet their minimum CRU member deployment with officers who have completed CRU's crowd control training. If a CRU member is unable to deploy, the CRU member shall provide an email to the CRU management team and their respective campus Chief of Police or designee detailing the reason for their absence. 344.5.3 CRU TRAVEL, SUBSISTENCE, BUSINESS EXPENSES The Host Campus for a CRU callout will typically plan and provide for travel, lodging, meal, and business needs. Upon receipt of the approved deployment request, in coordination with CRU Command, the CRU Logistics Manager and/or a CRU Commander will coordinate these activities with the host campus as needed. Salary reimbursement by the host campus shall only include CRU member overtime and/or backfill overtime. All CRU members shall submit appropriate requests for approved reimbursements within no later than 30 days from the CRU activation , and CSU Police Departments shall submit appropriate requests for all approved reimbursements within no later than 60 days from the CRU activation. Travel, lodging, and meal expenses for approved CRU activations will be paid by the Chancellor's Office. Salaries and backfill will generally not be paid for CRU Trainings. 344.6 COMPOSITION AND CHAIN OF COMMAND OF THE CRU Each California State
