1 GENERA L ORDE R #19.02 SHERIFF’ S EMERGENC Y RESPONS E TEAM GENERAL ORDER #19.02 Adopted: 08/04/2006 Replaces : NEW ORDER ****************************************************************************** POLICY The mission of the Sheriff’s Emergency Response Team shall be the contain ment, control, and de-escalation of hostile situations that are beyond the response capabilities of most individual deputies and warrant a coordinated team approach. The Sheriff’s Emergency Response Team’s responsibilities are to plan, prepare for, and professionally respond to various situations requiring tactical response throughout Santa Clara County, and in mutual aid of agencies requesting assistance. Situations that the Sheriff 's Emergency Response Team will be responsible for include, but are not limited to, protection details, barricade suspects, hostage situations, high risk arrests / warrants, high risk surveillance, high risk searches, anti-sniper operations, and mutual aid assistance. Members of the Sheriff’s Emergency Response Team shall follow the policies and procedures of the Team as established by the Team command. PROCEDURE A. COMMAND STRUCTURE 1. For the purpose of mission command, the Sheriff, Undersheriff and the Commander, Field Enforce ment Bureau, are of an overall command status that is separate from the Operational and Tactical command. The Operations Commander is ultimately responsible for the mission and all decisions made. The Tactical Commander is responsible for all tactical decisions. The Team Leaders are responsible for carrying out the tactical decisions. The Team members are responsible for their actions and to follow orders given. 2. Commander – Sheriff’s Office Field Enforce ment Bureau 2 GENERA L ORDE R #19.02 The Sheriff s Emergency Response Team is assigned to the Patrol Division of the Sheriff’s Office Field Enforce ment Bureau. Therefore the funding, develop ment, training, and utilization will be directed and assured by the Commander, Sheriff’s Office Field Enforce ment Bureau. The Sheriff’s Office Field Enforce ment Bureau Commander will be noti fied o f, and authorize all S.E.R.T. missions. 3. Operations Co mmander The Operations Commander is responsible for over all command of S.E.R.T. operations, to include all tactical, hostage negotiation, and support resources committed to the incident. The Operations Commander provides authority for all efforts necessary to resolve the event, and authorizes all actions. 4. Tactical Co mmander - S.E.R.T. Commander The Tactical Commander is responsible for conducting all S.E.R.T. tactical operations, to include planning and executing courses of action. The Tactical Commander controls all tactical units, S.E.R.T. or otherwise, committed to an event. The Tactical Commander shall approve, review, and ensure compliance of all team policies, procedures, duties, and orders. The Tactical Commander is ultimately responsible for training, equipping, and the conduct of the Team and Team Members. 5. Team Leaders The Team Leader is selected by the S.E.R.T. Commander to lead, and be responsible for the training, duties, assign ments, records, and conduct of the Team and Team Members. The Team Leader is to be selected based on perfor mance, knowledge, and experience regardless of rank in the depart ment. Team Leaders advise and consult with the Tactical Commander on mission planning. The Team Leader will command and control the Team during all phases of S.E.R.T. events and training. 6. Assistant Team Leaders The Assistant Team Leader is selected by the Team Leader to assist in the responsibilities and duties associated with the team. The Assistant Team Leader shall assu me responsibility for the team in the absence of the Team Leader. 7. Team Members The Sheriff s Emergency Response Team is made up of many different personnel to provide various services and to perform various tasks. These personnel who are directly responsible to the Tactical Commander are the regular Team Members, Command personnel, Team Administrator / Liaison, Reserve Deputies, 3 GENERA L ORDE R #19.02 an armorer, various medical personnel, and any additional personnel depending on mission goals and needs. B. TRAINING 1. Basic Acade my Each Team Member shall attend and satisfactorily complete, a basic P.O.S.T. - certified S.W.A.T. Acade my.
