Esta ley dice que las localidades en Virginia no están obligadas a comprar un sistema de video y audio para que las personas aparezcan en juicios. Si deciden hacerlo, es una elección que toman ellas solas.

Es como si un grupo de amigos decidiera si comprar un proyector para ver películas en casa. No están obligados a comprarlo, pero si lo hacen, es porque creen que será útil.

Nothing in this section shall be construed as requiring a locality to purchase a two-way electronic video and audio communication system.
