Explicación Simple

Si alguien pierde su derecho sobre un carro, debe dar el título a la persona que ahora tiene ese derecho. Esto sucede sin que nadie lo pida, simplemente porque la ley lo dice.

Es como cuando prestas un libro y, si ya no lo quieres, debes devolverlo a la persona que te lo prestó, aunque no lo hayas hecho de forma voluntaria.

Ejemplo Práctico

Imagina que Juan tiene un auto que dejó a su amigo Pedro. Si Juan decide que ya no quiere el auto y se lo da a Pedro, debe entregarle el título del auto. Si Juan no lo hace, la ley dice que tiene que entregárselo de inmediato.

(c) Surrender of certificate.--A person holding a certificate of title whose interest in a vehicle has been extinguished or transferred other than by voluntary transfer shall immediately surrender the certificate of title to the person to whom the right to possession of the vehicle has passed. Upon request of the department, such person shall mail or deliver the certificate to the department. Delivery of the certificate pursuant to the request of the department does not affect the rights of the person surrendering the certificate.
