Se requieren jueces temporales para manejar el alto volumen de casos y asegurar que la justicia se administre sin retrasos significativos.
Un juez debe haber servido un mínimo de cuatro años y no haber sido derrotado en reelección ni suspendido para poder ser asignado temporalmente a otra corte.
