Explicación Simple

Las acciones criminales deben ser juzgadas en el condado donde ocurrió el delito. Si alguien comete un crimen en un lugar, el juicio debe ser allí, no en otro sitio.

Es como si un partido de fútbol se jugara en el campo donde se cometieron las faltas, y no en otro estadio que está más lejos.
