CHAPTER 39-09 SPEED RESTRICTIONS 39-09-01. Basic rule - Penalty for violation. 1. An individual may not drive a vehicle at a speed greater than is reasonable and prudent under the conditions and shall drive with regard to existing actual and potential hazards.
