En Nueva Jersey, un grupo de personas llamado jurado de instrucción decide si hay suficiente evidencia para presentar cargos en un caso. El líder del jurado, llamado foreperson, hace un juramento a los testigos para que digan la verdad.
Es como cuando un grupo de amigos elige a alguien para que dirija un juego. Si esa persona no quiere, se elige a otro, y el que dirige asegura que todos los que hablan digan la verdad sobre lo que pasó en el juego.
Imagina que un grupo de 23 personas se reúne para decidir si hay pruebas suficientes contra un oficial de policía que estuvo involucrado en un accidente fatal. El foreperson del jurado toma el juramento de los testigos y, si están de acuerdo, pueden decidir si es necesario presentar cargos contra el oficial.

El foreperson es seleccionado de manera pública y al azar entre los miembros del jurado. Si no quiere ocupar el cargo, se elige a otra persona.
