Esta ley dice que si hay reglas locales sobre el registro de vehículos que chocan con las nuevas reglas estatales, las locales se eliminan. Sin embargo, hay excepciones para algunas reglas locales que se hicieron en 1996.
Es como cuando un nuevo profesor llega a una escuela y cambia algunas reglas, pero si ya había un acuerdo con un grupo de estudiantes sobre un proyecto, ese acuerdo sigue en pie.
Imagina que en el condado de Smith, se estableció una regla local en 1996 que permite registrar vehículos cada cuatro meses. Si la nueva ley estatal cambia eso, la regla local puede quedar sin efecto, pero el condado de Smith puede seguir aplicando su registro especial según lo acordado.

Si la regla de tu condado contradice la nueva ley estatal, la regla del condado se elimina, a menos que sea una de las excepciones establecidas en 1996.
La ley puede cambiar cómo y cuándo puedes registrar tu vehículo, dependiendo de las nuevas normas estatales.
Si ya registraste tu vehículo bajo las reglas anteriores, esas reglas aún son válidas, pero para futuros registros tendrás que seguir las nuevas normas.
