Esta ley dice que si alguien comete un delito después del 1 de enero de 2014, se le juzgará bajo las nuevas reglas. Si el delito fue antes de esa fecha, se aplican las reglas antiguas. Es como si cambiaran las reglas de un juego, pero solo para las nuevas partidas.

Si cometiste un delito antes del 1 de enero de 2014, se te juzgará según las leyes que estaban vigentes en ese momento, no las nuevas reglas.
