A fleet emission inspector shall not issue a certification of emissions waiver within the enhanced program area. (3)(a)(I) A verification of emissions test shall be issued to a motor vehicle by a licensed inspection and readjustment station, inspection-only facility, fleet inspection station, or motor vehicle dealer test facility or authorized enhanced inspection center at the time such vehicle is issued a certification of emiss
