Explicación Simple

Esta ley permite que el departamento de vehículos estudie si los dispositivos que evitan que los autos arranquen ayudan a los conductores a no volver a cometer delitos. Se enfocan en los que realmente usan estos dispositivos en sus autos.

Es como cuando un profesor decide investigar si los estudiantes que usan una calculadora en los exámenes sacan mejores notas que los que no la usan. Quiere saber si la herramienta realmente ayuda a mejorar.

Imagina que Juan, un conductor que recibió una multa por manejar bajo la influencia, instala un dispositivo de bloqueo en su auto. La ley permite que el departamento de vehículos estudie si Juan, al usar ese dispositivo, tiene menos probabilidades de volver a tener problemas con la ley en el futuro.

Vehicle Code - VEH Section 23575.1 Vehicle Code - VEH DIVISION 11.5. The department may undertake a study and report its findings of that study to the Legislature on or before January 1, 2013, regarding the overall effectiveness of the use of ignition interlock devices (IID) to reduce the recidivism rate of first-time violators of Section 23152 or 23153. If the department exercises this authority, the study shall focus on those drivers who actually have an IID installed in their vehicles rather than on those who are subject to a judicial order to have an IID installed.
