If a person desires to operate a motor vehicle that is required to be registered by section 28-2321 for a period of less than the full registration year and the motor vehicle is registered and licensed under the laws of another state or country, the owner may apply to the department in the manner and form prescribed for the registration of the motor vehicle for either thirty, sixty or ninety day periods.
