We have reviewed the record and find no reversible error. Accordingly, we grant Booker’s motions to supplement appeal; deny as moot his motion to expedite; deny his motions to appoint counsel and all other pending motions; and affirm the district court’s order. Booker v. Bayless, No. 5:24- cv-00043-JPB (N.D. W. Va. Aug. 20, 2024). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process. AFFIRMED 2
